On November 24, 2025, European Council President António Costa convened an informal hybrid meeting of the 27 EU leaders on the sidelines of the EU-Africa Summit in Luanda, Angola, to coordinate a common EU response to the US 28-point Russia-Ukraine peace plan. The meeting followed discussions in Geneva on November 23rd involving national security advisers from the US, Ukraine, France, Germany, and the UK. EU leaders stressed that issues concerning the EU directly, such as sanctions and the use of immobilised Russian assets, require an EU decision and its full involvement.

European Commission President Ursula von der Leyen outlined three core principles for a future peace deal: Ukraine's territory and sovereignty must be respected; only Ukraine as a sovereign country can decide on its armed forces; and Europe is central to Ukraine's future. President Costa underscored that "peace cannot be a temporary truce, it must be a lasting solution," reiterating the EU's commitment to providing Ukraine with all necessary support.
