On November 27, 2025, the People’s Republic of China’s State Council Information Office released the "China’s Arms Control, Disarmament and Non-Proliferation in the New Era" white paper—the first such document since 2005 to comprehensively articulate Beijing’s stance and actions on international arms control, disarmament and non-proliferation.
Against a backdrop of escalating regional conflicts, renewed arms races, and emerging security challenges in outer space, cyberspace and AI-related military technologies, the white paper lays out China’s commitment to multilateral cooperation, strategic stability, and opposition to zero-sum confrontation. It details China’s policies on nuclear and conventional weapons control, missile defence, biological and chemical weapons, and extends to governance of new-domain risks; the document reaffirms China’s role as a responsible major power contributing to global security and peace.
