On January 1, 2026, a federal law establishing "International Advanced Development Zones" in Russia's Far East took effect, launching a special economic zone plan that leverages Chinese park experience and unprecedented preferential policies to attract foreign investment. Aimed at transforming the region from a resource exporter into a manufacturing and processing hub for the Asia-Pacific, qualifying enterprises receive 15-year stable terms, including zero income tax for a decade, reduced insurance premiums, and customs benefits.
Russian authorities explicitly stated the zone is "primarily oriented towards China," seeking Chinese investment for high-value projects like agricultural demonstration zones. This move is a key step in Russia's "pivot East" economic strategy amid Western sanctions. Concurrently, a Russian economist's strategic forecast for 2026 noted that a full restoration of Russia-EU economic ties within the next decade is nearly impossible due to systemic geopolitical rifts, making the development of markets in Turkey, the UAE, India, China, and Africa a strategic priority.
