BEIJING, October 9, 2026 — China issued new policy guidelines on developing “new quality productive forces,” calling for stronger domestic technological innovation while warning against speculative investment and excessive expansion in emerging industries. The guidelines, issued by the ruling Communist Party and the State Council, place particular emphasis on artificial intelligence, including advances in fundamental research, core technologies, computing capacity, algorithms and data resources. They also call for industrial AI pilot bases and systems to monitor technology risks, issue warnings and coordinate emergency responses, with the stated aim of keeping AI safe, reliable and controllable.

The document directs authorities to expand the “AI Plus” initiative, integrating AI into traditional industries and accelerating the development of connected electric vehicles, intelligent consumer electronics and humanoid robots. It also promotes disruptive innovation through a state-led mechanism for coordinating major technological breakthroughs. At the same time, officials are instructed to prioritize the real economy and prevent blind investment, redundant projects, industrial overcapacity and speculative bubbles.

Those responsible for major losses caused by reckless investment could be held accountable. The guidelines also call for the orderly development of the low-altitude economy, including civilian drones and air taxis, alongside safety oversight. The measures reflect Beijing’s effort to strengthen technological self-reliance while managing financial and operational risks associated with rapid industrial expansion. Their practical impact will depend on implementation and market response.
