BRUSSELS, September 22, 2026 — The European Union and the Philippines reached substantial agreement on a free trade agreement on September 22, marking a major step toward deeper economic ties and greater trade diversification between Europe and Southeast Asia. The proposed deal would reduce or eliminate tariffs on both sides, liberalizing more than 94% of tariff lines and covering more than 97% of bilateral trade, according to the European Commission. It would also improve market access for services and investors and establish rules covering government procurement, intellectual property, digital trade, data protection, sanitary standards, energy and raw materials. EU-Philippines trade in goods totaled €17.6 billion in 2025, while services trade reached €10.3 billion in 2024.
The Philippines, with a population of more than 113 million, is an important market in Southeast Asia, while the EU is seeking to broaden its network of trading partners amid geopolitical tensions and changes in global supply chains. The agreement follows the resumption of negotiations in March 2024 after an earlier suspension. The September 22 announcement represents a substantial political agreement rather than a completed treaty. The two sides still need to finalize technical details and implementation arrangements before the agreement can move through their respective approval procedures.
