On July 9, 2026, the European Commission drafted a comprehensive electrification strategy aimed at reducing the European Union's dependence on oil and natural gas while strengthening the bloc's long-term energy security. The initiative followed disruptions to global energy markets caused by heightened tensions in the Middle East, which the Commission estimated had increased the EU's oil and gas import costs by approximately €50 billion since February 2026. Under the proposal, the European Union plans to increase the share of electricity in final energy consumption by 2040 while accelerating electrification across transport, industry, and buildings through wider adoption of electric vehicles, heat pumps, and industrial electric technologies.
The draft also proposes financial incentives, including lower value-added taxes on selected clean-energy technologies, expanded investment support, and updated public procurement rules designed to encourage electrification. Analysts said the strategy represents both a response to immediate geopolitical energy risks and a broader effort to strengthen Europe's industrial competitiveness, improve energy independence, and advance the EU's long-term climate and economic objectives.
