LUXEMBOURG, October 1, 2026 — Greece urged the European Union to allow member states to temporarily suspend asylum applications during major migration emergencies, arguing that existing rules do not provide sufficient tools to manage sudden mass arrivals. The proposal was presented at a meeting of EU justice and home affairs ministers in Luxembourg. Greek Migration Minister Thanos Plevris called for stronger border surveillance and a legal mechanism to respond to exceptional inflows. The Netherlands expressed support for treating some situations primarily as border-management challenges. However, EU officials stressed that any emergency measures must comply with international law and fundamental rights.
The debate follows a large influx of migrants into Spain's North African enclave of Ceuta during the summer, which renewed calls in several European capitals for tighter migration controls. EU figures indicated that irregular arrivals had declined in 2026, but governments remained divided over whether the bloc's migration framework could adequately address sudden emergencies. Ministers also discussed rules enabling member states to establish return hubs outside the EU. The proposal highlights the bloc's challenge in balancing border security, shared responsibility and legal protections for asylum seekers. As of October 1, the suggested suspension was not an EU-wide policy, and its legal and political implications remained unresolved.
