DOHA, October 28, 2026 — Qatari mediators presented Iran with a new draft agreement on October 25 aimed at ending the war involving the United States, Israel and Iran, and Tehran was expected to respond by the end of the week, an official briefed on the negotiations told Reuters. The proposal sets out a seven-day timetable with daily confidence-building steps intended to address concerns on both sides. Several countries could act as guarantors, although their identities and the proposed enforcement arrangements have not been disclosed. The conflict, which began with US and Israeli strikes on Iran in February, has disrupted shipping and energy supplies and spread across the region. Qatar and Pakistan have led mediation efforts.
An interim agreement reached in June subsequently unravelled. US President Donald Trump has again threatened military action, while Iranian security officials have warned that Tehran could target undersea communications cables in the Gulf if attacks resume. Meanwhile, Iran-aligned Houthi forces have continued attacks against Saudi-linked targets, adding to regional security concerns. The new proposal offers a possible framework for renewed diplomacy, but no final agreement had been announced by October 28. Its prospects depend on Iran's response, Washington's position, the willingness of other parties to accept the proposed steps and the establishment of credible arrangements to implement and monitor any deal.
