MOSCOW, October 23, 2026 — Russia’s central bank kept its key interest rate at 14% for a second time in less than two months, while raising its 2026 inflation forecast to 7.1%-7.6% from 6%-7%. It also increased its forecast for the average 2027 key rate to 12.5%-13.5%, signalling that monetary conditions may remain tight for longer. The bank said persistent price pressures were weighing on an economy close to stagnation. Higher fuel prices, increased government spending and rising utility fees have contributed to inflation. Since the start of 2026, petrol prices have risen about 21% and diesel prices 13.4%.
High borrowing costs are also constraining business investment, credit demand and household spending. The central bank expects economic growth of just 0.6% in 2026, while the federal budget deficit is projected to reach 3.2% of gross domestic product. Its inflation target remains 4% for 2027, although the pace of disinflation is uncertain. The decision highlights the challenge of containing inflation without further weakening economic activity. Prolonged high rates could limit investment and consumption, while easing policy too quickly could sustain price pressures. Future rate decisions will depend on inflation trends, fiscal spending and domestic demand.
