WASHINGTON, October 22, 2026 — President Donald Trump’s moves to ease some economic pressure on Russia while increasing criticism of Ukraine have drawn bipartisan opposition in Congress, Reuters reported. Seeking to bring Russian President Vladimir Putin into negotiations to end the war in Ukraine, the administration lifted sanctions on Russian diesel exports and waived some newly imposed restrictions. Trump has also called for Ukrainian President Volodymyr Zelenskiy to leave office.
On October 15, 17 Democrats and five Republicans in the House urged Trump to enforce Russia sanctions legislation fully and without delay, arguing that pressure on Moscow remained important. The dispute could complicate the administration’s policy after the November 3 midterm elections, when Congress is expected to consider defense and spending measures that lawmakers could use to challenge or modify the White House’s approach.
The disagreement also reflects wider divisions over military support for Kyiv and the role of economic sanctions in seeking a negotiated settlement. However, congressional criticism does not itself change executive policy, and any legislative action would depend on support in both chambers and the administration’s response. The dispute comes as Washington balances efforts to pursue negotiations with Russia against concerns among lawmakers that easing restrictions could weaken leverage over Moscow. Its implications will depend on subsequent policy decisions, congressional action and developments on the battlefield and at the negotiating table.
