On September 11, 2026, the 15-member UN Security Council unanimously adopted Resolution 2828, extending the Darfur sanctions regime until October 9, 2026, and the mandate of the Panel of Experts assisting the Sudan Sanctions Committee until November 9. The U.S.-drafted measure was a short-term technical rollover intended to give Council members more time to negotiate the sanctions' scope. After the vote, the United States again demanded that the arms embargo be expanded to cover all of Sudan.
Sudan opposed the proposal, and Russia and China also opposed Washington's position. China's Chargé d'Affaires to the UN, Sun Lei, said China voted in favor because divisions among members were obvious, but warned against arbitrarily expanding sanctions. He stressed that sanctions are a means, not an end, and cannot replace diplomatic efforts. Expanding coercive measures, he said, would only worsen Sudan's humanitarian situation and risk regional stability. The vote highlighted persistent major-power divisions over the use of UN sanctions.
