NEW YORK, October 9, 2026 — The United Nations Security Council discussed escalating violence in Ukraine, with UN officials warning of mounting civilian casualties and growing risks to critical infrastructure ahead of winter. Khaled Khiari, the UN assistant secretary-general for political affairs, told the council that more than 100 civilians had been killed and at least 429 injured across Ukraine during the preceding week, according to the UN human rights office. On October 8, a Russian glide bomb reportedly struck two civilian passenger buses in Kramatorsk, in the Donetsk region, killing at least 33 people and injuring 18 others.

Drone strikes were also reported in Kyiv. UN officials warned that continued attacks on electricity substations and power plants could leave residents facing severe power and heating disruptions as temperatures fall. The briefing also raised concerns about civilian casualties inside Russia resulting from Ukrainian attacks. The United Nations called for an end to attacks on civilians and civilian infrastructure and urged renewed diplomatic efforts. The meeting highlighted the widening humanitarian and security consequences of the war, but produced no agreement on a ceasefire or a political settlement.
