CEBU, Philippines, October 28, 2026 — US Defense Secretary Pete Hegseth proposed a new US-ASEAN defence cooperation framework during meetings with Southeast Asian defence officials, seeking to guide security ties over the coming years. He called for stronger maritime awareness, naval cooperation and joint training, but provided no detailed timetable or formal agreement. The proposal comes as Washington manages military demands in the Middle East while seeking to maintain its presence in the Indo-Pacific. Reuters reported that Southeast Asian governments want clarity on US commitments and how the Iran war could affect regional deployments and partnerships.

The Philippines, a US treaty ally, faces recurring maritime tensions with China in the South China Sea. Before the meetings, Philippine forces monitored China's Liaoning aircraft carrier group as it passed waters south of the country toward the Celebes Sea. Defence officials from the United States, Japan, Australia and the Philippines also pursued closer coordination. ASEAN members, however, differ in their approaches to China and regional security, making consensus on future cooperation uncertain. Hegseth's proposal remains an initiative rather than an adopted framework, and its practical scope will depend on subsequent consultations. The discussions highlight Southeast Asia's effort to strengthen security cooperation while preserving regional stability and diplomatic flexibility.
